Aviation Safety: The Core of SATENA’s Mission to Connect Remote Regions with Confidence

Bogotá, January de 2026

In a country where air connectivity is vital for thousands of communities, safety in every flight becomes an inescapable commitment. Therefore, SATENA, the airline of Colombians, has consolidated a comprehensive management model that prioritizes prevention, preparation, and response to any type of risk, guaranteeing safe operations in every corner of the country.

Since 2014, the company has operated with a Safety Management System (SMS) certified by the Civil Aeronautics Special Administrative Unit (UAEAC), according to Colombian Aeronautical Regulation RAC 219 and the standards of the International Civil Aviation Organization (ICAO). Since 2022, this certification has also extended to its Aeronautical Maintenance Organization (OMA), reinforcing safety at every stage of the operation.

"Aviation safety is not just another procedure: it is the heart of our operation. Every SATENA flight adheres to rigorous standards and a preventive culture embraced at all levels of the company. Our commitment is to protect lives, especially in territories where air connectivity represents more than just transport—it represents access to opportunities," stated Major General Óscar Zuluaga Castaño, President of SATENA.

The company applies a risk management model based on three complementary approaches: Proactive: through internal reports of unsafe conditions; Predictive: through continuous flight monitoring to detect operational deviations; Reactive: with immediate interventions in response to events that could lead to incidents, thereby strengthening its response capacity.

Additionally, SATENA has an Emergency Response Plan approved by the aeronautical authority, with its most recent version active since May 2025. This protocol includes annual tabletop drills and full-scale simulations every two years, coordinating execution with airports, local governments, emergency services, and humanitarian entities.

Each year, the UAEAC conducts rigorous audits to verify compliance with more than 50 items that comprise RAC 219. These evaluations, led by assigned inspectors, allow SATENA to implement structural improvement actions in coordination with all strategic areas of the organization.

"Safety also begins with people. Pilots and co-pilots must undergo EBT (Evidence-Based Training) in simulators every six months, facing highly complex operational scenarios. Captains are certified to operate only on specific runways, and the rest of the crew, including dispatchers and flight attendants, undergo competency verification processes every year," added Zuluaga Castaño.

On the technical side, SATENA’s maintenance system follows the guidelines of RAC 4, 43, 145, and 219. It is managed by engineers specialized in identifying and mitigating operational and technical risks, always under the supervision of the UAEAC.

With this model, SATENA not only meets international civil aviation standards but also reinforces its role as a strategic operator for the Colombian State, offering its passengers a reliable, monitored operation prepared for every challenge of the territory.
