SATENA Coordinates Social Operations and Regulated Fares to Guarantee Regional Air Connectivity
Bogotá, January de 2026
Guaranteeing air connectivity in regions where no viable transport alternatives exist requires specific operational and fare-related decisions. SATENA, the airline of Colombians, maintains a social operation model backed by a regulated fare scheme and population benefits, aimed at ensuring access to air transport in historically remote areas of the country. The airline provides permanent connections to departments such as Chocó, Putumayo, Amazonas, Arauca, and the Eastern Plains (Llanos Orientales)—territories where aviation does not operate under traditional market logic. Instead, it fulfills a strategic function to guarantee access to healthcare, education, trade, institutional presence, and emergency services. In these areas, air connectivity becomes a decisive factor for territorial integration and the effective presence of the State.
"In many regions of the country, flying is not a luxury—it is a necessity. Therefore, our operation and fare policy are conceived as a public service that must be sustainable, regulated, and accessible to communities," stated Major General Óscar Zuluaga Castaño, President of SATENA.
Consistent with this role, SATENA is the only airline in Colombia operating under a fare floor and ceiling scheme, a mechanism that allows it to offer controlled and predictable prices on social and low-commercial-demand routes. This model prevents disproportionate price hikes and protects users in regions where, in many cases, the airline is the sole operator.
Building on this regulatory foundation, the company applies differential fares with defined values and percentages, designed as instruments for inclusion and mobility. Key benefits include:
33% discount for children (ages 2 to 11), facilitating family travel on regional routes.
10% discount for seniors (over 60 years old), applicable across SATENA's entire national network.
"Tarjeta Joven" (Youth Card): Targeted at individuals aged 14 to 28, offering a 15% discount on selected routes in alliance with the Ministry of Commerce, Industry, and Tourism, and FONTUR.
"Tarifa Social" (Social Fare): Aimed at individuals classified in Sisbén groups A, B, or C living in regions where SATENA is the only operator, for travel related to health, family reunification, or essential procedures.
As part of its institutional role, SATENA also maintains the Public Forces – Veterans – GSED Fare, for active, pensioned, or retired personnel from the Military Forces, National Police, and entities of the Social and Business Defense Group (GSED). Added to this is the Family Nucleus Discount, which extends preferential conditions to immediate family members of pensioners and retirees.
Additionally, the "Silla del Héroe" (Hero’s Seat) grants a special discount to soldiers in compulsory military service, students of military schools, and members of the Public Forces wounded in combat, in recognition of their service and sacrifice.
The airline also offers preferential rates for groups of more than 10 people traveling together on any route nationwide, as well as the SATENA Negocios program. This program, oriented toward public and private entities, includes automatic discounts, flexibility for changes without penalty, and conditions adapted to recurring operations in remote regions.
"This comprehensive model... allows us to facilitate mobility for thousands of citizens at reasonable costs, strengthen regional economies, boost sustainable tourism, and improve the quality of life for communities that depend on air transport as their primary means of connection," concluded Zuluaga Castaño.
With a vision aligned with the public interest, SATENA reaffirms its mission to fly where no one else flies, consolidating air connectivity as a tool to bridge territorial and social gaps in Colombia.
